An exceedingly pernicious abuse, as we have heard, has arisen in your area, namely, that in the sacrifice water is being used in greater measure than wine; when according to the reasonable custom of the general Church more of wine than of water should be used. And so to your brotherhood through the apostolic writings we order that in the future you do not do this, and that you do not allow it to be done in your province.
