The Pontifical Commission for authentically interpreting the Canons of the Code, October 16, 1919, confirmed our interpretation of canons 199 and 874, declaring that parish priests, vicars of parishes, or other priests delegated for the universality of cases cannot delegate to secular or regular priests jurisdiction for receiving confessions, nor extend jurisdiction already approved for the same beyond the circumscribed limits, but for this need a special faculty or mandate of the Ordinary of the place.

The same Commission decreed that among the impeded is to be counted him whose father or mother only is non-Catholic, the other parent being Catholic, even in that case in which a mixed marriage - the cautions having been given - was contracted with dispensation in this prohibition.
