He enjoys the same power as the parish priest, but only for the internal forum and in the act of sacramental confession. (Can. 1044.)

The same power belongs to him as to the parish priest, and under the same conditions and limitations expressed above at n. 189. But he seems unable to use it outside sacramental confession, although the canon does not expressly state this.
