Chapter I. On the Power of the Minister

Two things are required for the power of the Minister of Penance, 1°. power of order, 2°. power of jurisdiction. Thus Can. 872: "Besides the power of Order, for valid absolution of sins there is required in the minister power of jurisdiction, whether ordinary or delegated, over the penitent"; and Can. 871: "The minister of this Sacrament is the priest alone."
