Concerning Betrothals
"
I. Only those betrothals are held valid and obtain canonical effects which have been contracted by a writing signed by the parties and either by the pastor or by the Ordinary of the place, or at least by two witnesses.
"But if both parties or either party does not know how to write, this is to be noted in the writing itself; and another witness is to be added, who, together with the pastor or Ordinary of the place, or with the two witnesses mentioned above, signs the writing.
"
II. Under the name of pastor here and in the following articles comes not only one who legitimately presides over a canonically erected parish; but in regions where parishes are not canonically erected, also the priest to whom the care of souls has been legitimately committed in some defined territory and who is equated to a pastor; and in missions, where territories are not yet perfectly divided, every priest universally deputed by the Moderator of the mission to the care of souls in some station.
