On Saints or Blesseds Without a Certain Decree or Indult of the Holy See
To n. 463. ON SAINTS OR BLESSEDS WITHOUT A CERTAIN DECREE OR INDULT OF THE HOLY SEE
"In perpetual calendars and propers which, according to the newest Rubrics in accord with the norm of the Bull Divino afflatu and the Motu Proprio Abhinc duos annos of our Most Holy Lord Pope Pius X, and the decrees of the S. R. C. of 12 December 1912 and 28 October 1913, are subjected to the revision and approval of the same sacred Congregation, sometimes Saints or Blesseds are noted, who are neither described in the Roman Martyrology, nor enjoy public worship by a certain decree or confirmed by the Holy See, as is especially prescribed by the general Decree n. 3926 of the day 19 July 1890, at 1 and 2. Since, however, those who are called Saints or Blesseds of this sort are honored in particular places by immemorial custom with public and religious worship, with Office and Mass; and, for this reason, they are inscribed by the Most Reverend Ordinaries in the aforesaid calendars and propers, the sacred Congregation of Rites, by mandate of the same Most Holy Lord, declares that from this inscription it is in no way lawful to argue that those called Saints or Blesseds have obtained formal or equipollent beatification, and that their worship, as in a case excepted from the Decrees of Pope Urban VIII of holy memory and from the more recent decrees or declarations of the S. R. C. dated 11 November 1912 and 31 January 1913, has been recognized and confirmed; but it is lawful only to conclude that the worship of these Saints or Blesseds remains in the state of its possession, and therefore can neither be increased nor extended without consulting the Holy See. Finally the Most Reverend Ordinaries are exhorted that the aforesaid Saints or Blesseds be distinguished in their calendars and particular propers by some sign or asterisk from other Saints or Blesseds described in the Roman Martyrology or duly canonized or beatified, as is laudably done in some places. Notwithstanding anything to the contrary, even things worthy of special mention." S. R. C. 28 Apr. 1914.
