V. Concerning the Reform of Particular Calendars
But so that all things which are prescribed by this decree may duly be put into execution, individual Ordinaries, even of Regular Orders, and general Moderators of Institutes of any kind which use their own Calendar, are to transmit to the same Sacred Congregation, before the coming month of March of the year 1914, a supplicatory petition according to the Instruction of this Sacred Congregation of Rites of December 12, 1912, published in the Acta Apostolicae Sedis on March 1 of the present year. Those, however, who after the Constitution Divino afflatu was published have already obtained the reform of their own Calendar will receive a new one ex officio from the same Sacred Congregation without any expenses.
In this reform of Calendars, besides those things which have been disposed above concerning Feasts which up to now were affixed to Sundays, the following norms are to be observed: a) The Anniversary of the Dedication of the Cathedral Church, even where up to now it has been accustomed to be celebrated on a fixed day together with the Dedication of other Churches, is to be celebrated separately, according to the things decreed above concerning those same Anniversaries up to now affixed to a Sunday. b) Proper Feasts, unless something else has been disposed by Apostolic Letters, are to be celebrated on the natal day itself, if it is known; otherwise, they are to be placed on some day which is free in the Calendar. c) Two or three Saints who are comprehended under the same Common, if anywhere they occur on the same day and are to be celebrated under the same rite, are to be kept by one Feast, using those parts of the individual Commons which are assigned for several Saints of the same quality, and contracting the historical Lessons of the third Nocturn, which nevertheless will be submitted to this Sacred Congregation of Rites for approval. The same norm is to be observed for Feasts of the same Common which are to be replaced from prior days. d) The Feasts of St. Bartholomew, Apostle, and St. Louis, King and Confessor, in all and individual Calendars, not excluding the Roman, are to be assigned fixedly to August 24 and 25 respectively, notwithstanding any custom or privilege whatever. But where the external solemnity is celebrated on the 25th and 26th respectively, on those days one sung or read Mass of that Solemnity is permitted, as was established above for Feasts up to now affixed to a Sunday. e) The privilege which some Dioceses or Institutes enjoy, namely of conforming themselves to the Calendar of the Roman Clergy or of some Order or Congregation, and other things of this kind, is entirely abolished.
All these things, reported by the undersigned Secretary of this Sacred Congregation of Rites to our most holy Lord Pope Pius X in the audience of the 26th day of the present month of October, His Holiness deigned to approve and commanded to be observed by all. Moreover, the same His Holiness, consulting the indemnity especially of poor clerics, by Apostolic kindness permits that these, at the prudent judgment of the Bishop, may still be able to use the Breviaries which they presently use, without the addition of a new booklet, provided that, according to the prescription of the Rubrics, they altogether observe the new order of the Psalter. Anything whatsoever to the contrary notwithstanding." Sacred Congregation of Rites, General Decree Cum Sanctissimus Dominus Noster, October 28, 1913; Acta Apostolicae Sedis, vol. 5, p. 457 ff.
