Dissertation I: On Divine Law

¶113.
  1. Divine law is twofold, namely natural and positive. Now natural law is usually considered under a twofold aspect: 1. insofar as it is eternal, existing in the mind of God; 2. insofar as it is promulgated in time, and existing in creatures. Although positive divine law has been given through a decree which existed from eternity, nevertheless, strictly speaking, it is not called eternal; because, as we shall see below, it does not participate in the same necessity or immutability as natural law. Therefore we shall treat: 1. of eternal and natural law; 2. of positive divine law.
