Appendix: On the Penitential Rite, Indulgences, and Censures

The power of the keys in the internal forum of the sacrament of Penance is to be exercised by the rite determined by the Church; outside the sacrament it is exercised in the internal forum by the concession of indulgences, and in the external forum, and at the same time in the internal forum, by the infliction of censures. Concerning these three things, because they are annexed to the power of the keys, we shall speak quite briefly, insofar as it can be useful to a priest in the ministry of souls, leaving a deeper, more perfect, and more complete explanation to historians, greater theologians, and jurists.
